SkyDuino combines Skype and Arduino to stream live video with remote pan and tilt capability.
Skype is freely downloadable, streams video with minimal lag, and has an API that allows you to send data through their pipe!

SkyDuino is written in C#, but since the Skype API is also available for Java and Python, others should be able to replicate SkyDuino for other platforms.
